In 2001, the 90th Anniversary of the Wuchang Uprising of the 1911 Revolution, the Central People's Government of the People's Republic of China specially invited Zhang Zhengquan (C.C. Chang), a Friend of the Presidents, to lay a special commemorative wreath at the Commemoration and Memorial Service for the 90th Anniversary of the Wuchang Uprising of the 1911 Revolution. He attended the event on behalf of 50 million overseas Chinese (including compatriots from Hong Kong, Macao and Taiwan), accompanied by leading comrades including Wang Zhaoguo, then Minister of the United Front Work Department of the Communist Party of China Central Committee, Jiang Zhuping, Secretary of the CPC Hubei Provincial Committee, and Zhang Guoguang, Governor of Hubei Province.
Founded in the United States in 1960 by Mr. Zhang Zhengquan (C.C. Chang) — a world-renowned " Global Friends of Presidents" and prominent Chinese leader — ACFC (American Chinese Friendship Council) has been deeply rooted in the U.S. political landscape for 65 years. As a political think tank themed "Global Friends of Presidents", it is committed to promoting "U.S.-China friendship and world peace", guiding and encouraging Chinese Americans to participate in political affairs and integrate into the mainstream American society, and has made outstanding contributions to safeguarding the rights and interests of Chinese immigrants from all over the world.

Promoted the United States to grant China unconditional Most Favored Nation (MFN) status, which was successfully passed with a majority vote in Congress;

Business Scope
1. Organize global public welfare and commercial exchange activities such as forums on culture, education, science and technology, economy and trade, focusing on the future of humanity — the protection and utilization of a green Earth and clean water;
2. Focus on green investment, enclave cooperation, and digital industrial synergy in Earth’s mineral, energy, and ecological resources;
3. Leverage the dual think tanks to provide full-chain services: political ecology consulting, investment cooperation research and judgment, project evaluation and management, resource matching and mobilization, implementation and maintenance, with particular emphasis on green investment in mineral, energy, and ecological resources;
4. Conduct cross-border M&A and investment, joint construction of free trade zones, project incubation, etc., to promote the implementation of the global enclave economy model;
5. Select and support the commercialization of scientific and technological achievements, investment in education and cultural industries, and services for cross-border talent mobility to facilitate global industrial upgrading;
6. Organizational Structure
Founding Chairman
As the permanent symbol and spiritual leader of the platform, holding a supreme honorary status, the position is held by the founder, Mr. C.C. Chang. He does not participate in daily operation and management, but assumes core honorary responsibilities including providing guidance on strategic direction, maintaining brand credibility, and attending major celebrations. Upholding the original aspiration of "China-US Friendship, World Peace", his symbolic significance and influence run through the entire development of the platform.
Chairman
Upon receiving the special plenary authorization document issued by the Founding Chairman, the Chairman permanently inherits all core powers of the platform, including but not limited to operational decision-making power, investment approval power, personnel appointment and removal power, asset disposal power, and proposal power for constitution amendment. As the supreme decision-maker and overall responsible person of the platform, he must adhere to the core direction of "China-US Friendship, World Peace", hold final decision-making power over the platform’s operation and development, profit and loss situation, and all affairs. He may independently lead all operational matters such as major project decision-making, resource allocation, and team management, with particular focus on coordinating the collaborative operation of the Singapore Asia-Pacific Headquarters and the dual think tanks. His authority covers the entire business chain and management links.
Secretary-General and Core Management Team
Secretary-General: As a senior executive officer directly under the leadership of the Chairman and the Administrative Office, the Secretary-General assists in handling daily operational affairs, implementing decision-making arrangements, and coordinating internal and external resources. In particular, he coordinates the daily operations of representative offices stationed in various countries and the collaborative linkage of the dual think tanks. He has no independent decision-making power; his appointment, removal, and scope of authority are fully determined by the Chairman.
Special Committees: Established by the Chairman and the Administrative Office through recruiting professionals in relevant fields, the Special Committees include Economic and Trade Investment, Science and Technology Cooperation, Risk Control and Compliance, and Green Investment in Mineral and Energy Resources. They provide professional support for the Chairman’s decision-making, with the appointment and removal of members and work direction determined by the Chairman and the Administrative Office.
Working Bodies: The Secretariat is established as the daily working body, with subordinate departments including the Administration Department, Business Department, Finance Department, Risk Control Department, and Global Representative Office Liaison Department. These departments specialize in coordinating the business overall planning and resource mobilization of various sectors. The department setup, staffing quota, and division of responsibilities are fully determined by the Chairman and the Administrative Office. Representative offices or liaison agencies may be established in relevant regions around the world according to business development needs, which are unifiedly coordinated, operated, and managed by the Chairman and the Administrative Office.

Building on the profound heritage of an independent non-profit political ecology think tank from 1960 to 2016, it continues ACFC’s successful experience of providing intellectual support to politicians of various eras and countries for a long time. Inheriting the outstanding wisdom and reputation of ACFC and Mr. C.C. Chang as "Global Friends of Presidents", it adheres to the pragmatism, efficiency, and independence of non-governmental diplomacy. It continuously provides resource support to rising political stars committed to human happiness, realizing the universal value and spiritual dissemination of "China-US Friendship, World Peace".
BBQ Global Enclave Economy Think Tank
BBQ (Big Benefit Quality, i.e., the Global Grand Public Welfare Program for the Sustainable Development of Public Welfare and Commerce) was founded in 2007 and officially merged with ACFC in 2016. Focusing on virtual-real research and the integration of public welfare and commerce, it proposes the new economic theory of "industrialization of public welfare and public welfare-oriented commercialization" and applies it to the protection, reserve, development, and utilization of natural resources such as a green Earth and clean water, aiming to achieve common prosperity for humanity.
Succession System
Adhering to the principle of steady succession, we ensure organizational continuity and the strategic consistency of "China-US Friendship, World Peace". The position of Chairman shall adopt a "hereditary system" or designated succession system, with the succession rules determined by the incumbent Chairman under the spiritual guidance of the Founding Chairman. The heir must endorse the core philosophy of "China-US Friendship, World Peace" and possess corresponding operational and management capabilities, which may be specified through wills, written designations, or other forms.
The succession process shall uphold the principle of "legitimacy". The new Chairman must obtain formal recognition and an authorization ceremony from the Founding Chairman (or his designated honorary representative). Upon succession, he shall automatically inherit all core powers of the predecessor and fully oversee the operation of the platform and the dual think tanks. The Founding Chairman’s permanent symbolic status and the inheritance of his philosophy shall remain unchanged.
Under special circumstances (e.g., in the absence of a suitable heir), an interim transition team jointly designated by the Founding Chairman and the incumbent Chairman shall exercise authority to ensure the uninterrupted continuation of the core strategic direction until a legitimate heir is confirmed.
