蒙古国港口振兴国家论坛 - 2024 “Port Revival” National Forum-2024

首届蒙古国家港口振兴论坛由蒙古国中央政府、国家港口振兴委员会、边境口岸管理局、外交部、内陆发展中国家国际研究中心以及蒙古国家工商会联合举办，于2024年3月25日至26日在蒙古首都乌兰巴托举行，国家总理奥云额尔登及各部委相关政府主管领导出席论坛并作了相关的政策解读及主旨演讲。

Mongolia's first national port revitalization Forum by the Mongolian government, the national port revitalization committee, border port administration, the Ministry of Foreign Affairs, inland developing countries international research center and ulanbaatar chamber of commerce, on March 25,2024 to 26 in the Mongolian capital ullaanbaatar, the Prime Minister Luvsannamsrai Oyun-Erdene and ministries relevant government leaders to attend the Forum and the relevant policy interpretation and keynote speech.

ACFC/BBQ 蒙古国首席代表 Duuren Ganbold 先生受邀出席本次首届港口振兴国家论坛, 并成为国家陆港发展协会的首届董事会成员, 代表私营部门参与发展国家陆港, 国家正在努力落实与私营部门的伙伴关系。在政府综合政策框架内，蒙古国家港口委员会、经济部长、道路运输部长、建设和城市发展部长等部门和政府机构，以及私营部门和非政府组织全力支持和 协调合作，以促进蒙古国自由经济贸易区及陆港的发展。

Chief Representative of ACFC / BBQ Mongolia, Mr.Duuren Ganbold, were invited to attend the first Port Revitalization National Forum and became the first board member of the National Land Port Development Association, representing the private sector Participating in the development of national land ports, the country is working hard to implement partnerships with the private sector.  Within the framework of the comprehensive government policy, the Mongolian National Port Committee, Minister of Economy, The Minister of Road Transport, the Minister of Construction and Urban Development and other departments and government agencies, as well as

the private sector and non-governmental organizations, fully support and coordinate cooperation to promote the development of the free economic and trade zone and land ports in Mongolia.

政府宣布实施与周边国家合作建设港口城市并行发展的政策，港口城市将利用人工智能进行规划，按照现代先进技术建设成为绿色城市，然后以科研机构、科技园区、生态食品等为基础建设港口城市。同时，规划引入产业中心、健康中心等新科技成果，创新发展现代产业。

The government announced the implementation of the policy of parallel development of port cities in cooperation with neighboring countries. The port cities will use artificial intelligence to plan and build them according to modern advanced technology Green city, and then to scientific research institutions, science and technology parks, ecological food and other infrastructure to build a port city. At the same time, planning to introduce industrial centers, health centers and other new scientific and technological achievements, We will innovate and develop modern industries.

蒙古经济发展部部长呼日勒巴特尔表示： 2023年，蒙古经济增长达到7%。出口额达到152亿美元。有必要增加与其他国家的贸易和投资，并且还有进一步增长的空间。 与俄罗斯的贸易协定的组成部分之一是如何重振自由区。他还要求与中国缔结自由贸易协定。

Ch. Khurelbaatar, Minister of Economic Development of Mongolia, stated: In 2023, Mongolia's economic growth reached 7 percent. Exports amounted to 15.2 billion US dollars. There is a need to increase trade and investments with other countries, which can be further boosted. One of the components of the trade agreement with Russia is how to revitalize the free zone. We also requested to conclude a free trade agreement with China.

蒙古国道路和交通发展部副部长哈尔塔尔表示： 铁路和公路等硬件基础设施尚未与港口完全连接，预计未来许多项目将集中在该地区。 港口在蒙古进出口活动中发挥着非常重要的作用，需要私营部门的参与和合作，以解决外部和内部问题。

L. Haltar, Deputy Minister of Road and Transport Development of Mongolia, stated: "Hard infrastructure, such as railways and paved roads, is not fully connected to the ports, and many future projects are expected in this area.
The role of the port in Mongolia's import and export activities is very important, and it is necessary to involve the private sector and cooperate to address external and internal problems.


国家港口振兴委员会主席图尔嘎作了“2024年港口振兴国家论坛”的总结发言并宣布“港口振兴政策分三个阶段实施。第一阶段2022-2024年增加港口吞吐能力，第二阶段2025-2028年，实施5E战略提升港口管理，第三阶段2029年及未来，实现国际港口标准。

The Minister of Mongolia and Chairman of the National Committee for Port Revitalization,  B. Tulga, made a concluding speech at the "2024 National Forum on Port Revitalization" and announced that " the port revitalization policy will be implemented in three stages. The first phase will increase port handling capacity from 2022-2024, the second phase 2025-2028, implement the 5E strategy to improve port management, the third phase 2029 and the future, To achieve international port standards.

为加强私营机构积极参与推动蒙古国家港口振兴计划，国家港口振兴委员会与蒙古国家工商会签署了合作备忘录。双方同意在备忘录框架内共同努力落实有关边境口岸、经济走廊、国际运输和物流组织、边境口岸发展、旅游业等各相关项目的合作。
In order to strengthen the active participation of the private sector in promoting the Mongolian National Port Revitalization Plan, the National Port Revitalization Committee signed a memorandum of cooperation with the Mongolian National Chamber of Commerce and Industry. The two sides agreed to make joint efforts to implement relevant border ports, economic corridors, international transport and logistics organizations, border ports development and tourism within the framework of the memorandum Cooperation on various related projects.
