《广西科学院与美中友好促进会签署战略合作框架协议》《Guangxi Academy of Sciences - ACFC Sign Agreement

2024 年 11 月 1 日上午，广西科学院与美中友好促进会（ACFC）在广西科学院科技大厦三楼会议室举行战略合作框架协议签约仪式。由广西科学院党组成员黄志民副院长、美中友好促进会（ACFC）中国区首席代表兼行政与人事委员会主席庞汉伟先生分别代表双方机构签字（如图）。

广西科学院成立于 1978 年 5 月，是自治区人民政府直属的正厅级公益一类事业单位，在多个科研领域具备坚实实力和丰硕成果。美中友好促进会（ACFC）始创于 1960 年，致力于搭建全球互信民间外交独立高端智库平台，在科技创新与产业转化方面成效显著。双方本着优势互补、资源共享、互惠互利、合作共赢的宗旨，达成合作。合作内容涵盖绿色矿产资源科研开发、生命科学与大健康、等离子火炬氢能发电等多个领域。包括联合开展科研项目、建立全球科研协同机制、创立认证系统与标准、组织学术交流活动、进行金融投资合作以及推动产业转化等。

签约仪式前，双方进行了座谈交流。广西科学院党组成员黄志民副院长致欢迎辞，美中友好促进会（ACFC)会长林耀鲜致辞，广西科学院高技术集团总经理周达先生、中国 - 东盟产业和技术研究智库联盟秘书长文贻炜先生等与会代表展开交流座谈，广西科学院党组书记、院长元昌安致总结辞。 此次合作旨在整合双方资源，应对全球性挑战，推动科技创新与产业发展，为解决全球环境、生命、能源、资源等紧迫问题提供创新解决方案，促进相关产业蓬勃发展。

《Guangxi Academy of Sciences and the American Chinese Friendship Council (ACFC) Sign a Strategic Cooperation Framework Agreement》

On the morning of November 1, 2024, the Guangxi Academy of Sciences and the American Chinese Friendship Council (ACFC) held a signing ceremony for a strategic cooperation framework agreement in the conference room on the third floor of the Science and Technology Building of the Guangxi Academy of Sciences. Vice President Huang Zhimin, a member of the Party group of the Guangxi Academy of Sciences, and Mr. Hale Pang, the Chief Representative of the Chinese Region of the American Chinese Friendship Council (ACFC) and the Chairman of the Administration and Personnel Committee respectively signed on behalf of the two institutions (as shown in the picture).

The Guangxi Academy of Sciences, established in May 1978, is a public welfare institution of the first category at the department - level directly under the People's Government of the autonomous region, with solid strength and fruitful achievements in many scientific research fields. The American Chinese Friendship Council (ACFC), founded in 1960, is committed to building an independent high - end think tank platform for global mutual trust in non - governmental diplomacy and has achieved remarkable results in scientific and technological innovation and industrial transformation.
The two parties reached cooperation based on the principles of complementary advantages, resource sharing, mutual benefit, and win - win cooperation. The cooperation content covers scientific research and development of green mineral resources, life sciences and big health, plasma torch hydrogen energy power generation, and many other fields. It includes jointly carrying out scientific research projects, establishing a global scientific research coordination mechanism, creating a certification system and standards, organizing academic exchange activities, conducting financial investment cooperation, and promoting industrial transformation.

Before the signing ceremony, both sides held a discussion and exchange. Huang Zhimin, Vice President and a member of the Party Leadership Group of Guangxi Academy of Sciences, delivered a welcome speech. Lin Yaoxian, President of the America-China Friendship Council (ACFC), also gave a speech. Representatives attending the meeting such as Mr. Zhou Da, General Manager of the High-tech Group of Guangxi Academy of Sciences, and Mr. Wen Yiwei, Secretary-General of the China-ASEAN Industrial and Technological Research Think Tank Alliance, participated in the discussion and exchange. Yuan Chang'an, Secretary of the Party Leadership Group and President of Guangxi Academy of Sciences, gave a concluding speech.
