[Introduction]
Children in Gaza: The urgent reality that four-fifths of them are facing crisis-level hunger. Under the framework of the New Centennial Plan of ALL CHILDREN FUTURE CARE, the four major systems of ACFC (American Chinese Friendship Council), BBQ Global Resource Flow Pipeline Network, CCC Global Presidential Friends Club, and TOPSUN Capital have designated the conflict-stricken Gaza region as a priority emergency intervention area.

Gaza Rebuild Green Fund Emergency Project
Through global deployment mechanisms such as the "New Century American Flying Tigers Gaza Action 2026" charity auction, 100% of donated funds will be channeled into the World Common Prosperity Foundation, focusing on child food security, nutritional intervention, clean water restoration, and green school reconstruction, directly serving the vision of a global community of common prosperity featuring "no hunger, no fear, no conflict, no war".
This report is based on the latest 2025-2026 data from IPC, Save the Children, WFP, UNICEF, and UNRWA, truthfully presenting the current status of food welfare and basic health for children in Gaza, and elaborating in detail on how the ACFC New Century Plan mobilizes global resources to implement a transitional program from emergency relief to green and sustainable reconstruction.

通过“New Century American Flying Tigers Gaza Action 2026”慈善拍卖等全球调度机制，100%捐赠资金进入World Common Prosperity Foundation（世界共同富裕基金会），聚焦儿童食品保障、营养干预、洁净水恢复、绿色学校重建，直接服务“无饥饿、无恐慌、无冲突、无战争”的全球一家共同富裕愿景。

本期报告基于IPC、Save the Children、WFP、UNICEF、UNRWA 2025-2026年最新数据，真实呈现加沙儿童食品福利与基本健康现状，并详细阐述ACFC新百年计划如何调度全球资源执行从紧急救济到绿色可持续重建的转型方案。

I. The Real Situation of Food Security and Nutritional Crisis for Children in Gaza
Nearly half of Gaza's population of approximately 2.3 million people are children, totaling around 1.1 million. Amid the long-term impact of the conflict, the food security system remains extremely fragile even after partial ceasefires.
Scale of Hunger: According to the latest IPC analysis in December 2025 and the Save the Children report, around 1.6 million people, accounting for 77% of the population, will still face high levels of acute food insecurity (IPC Phase 3 and above) in 2026. Among them, about 800,000 children are directly affected.

一、加沙儿童食品保障与营养危机真实现状

加沙约230万人口中，儿童近一半（约110万）。冲突长期影响下，即使在部分停火后，食品保障体系仍极为脆弱。

饥饿规模：

根据IPC 2025年12月最新分析及Save the Children报告，2026年仍有约160万人（77%人口）面临高水平急性粮食不安全（IPC Phase 3及以上）。其中约80万儿童直接受影响。

This means that four out of every five children in Gaza, or four-fifths (approximately 80%), will continue to face crisis-level hunger in 2026.
Acute malnutrition:
Among children aged 6–59 months, nearly 101,000 cases of acute malnutrition are expected by mid-2026, including more than 31,000 severe cases. Malnutrition remains at serious or critical levels in some areas, and the nutritional status of pregnant and lactating women is equally worrying. Most children have extremely low dietary diversity, consuming only 1–2 food groups, which causes long-term damage to physical development and cognitive abilities.

即每五名加沙儿童中就有四名（五分之四，约80%） 将在2026年持续面临危机级饥饿。

急性营养不良：

6-59月龄儿童中，预计通过2026年中期将有近10.1万例急性营养不良（含超过3.1万重症病例）。营养不良情况在部分地区仍处于严重或极严重水平，孕产妇与哺乳妇女营养状况同样堪忧。大多数儿童膳食多样性极低，仅摄入1-2类食物，长期损害身体发育与认知能力。

School and Meal Service Disruptions:
More than 97% of school buildings were damaged or require reconstruction, leaving hundreds of thousands of school-age children deprived of formal education over the long term. At present, learning mainly relies on Temporary Learning Spaces. WFP, in cooperation with UNICEF, provides school snacks combined with basic learning activities, covering approximately 110,000 to 130,000 children at more than 100 temporary sites. Daily hot meals or nutritional supplements have become the main form of food assistance. Community kitchen and bread support programs remain operational, yet overall coverage is severely constrained by aid access and logistical conditions.

学校与供餐中断：

97%以上学校建筑受损或需要重建，数十万学龄儿童长期错失正规教育。目前主要依赖临时学习空间（Temporary Learning Spaces）。WFP与UNICEF合作提供学校零食（school snacks），结合基本学习活动，覆盖约11-13万儿童（超过100个临时点），每日热餐或营养补充成为主要食品福利形式。社区厨房与面包支持项目持续运行，但整体覆盖率受援助准入与物流条件严重制约。

Basic Health and Clean Water Crisis:
UNICEF and other agencies implement community-based management of acute malnutrition, providing ready-to-use therapeutic food (RUTF), nutritional supplements, vitamins, deworming, and hand hygiene services. Water and sanitation infrastructure has been severely damaged (multiple assessments indicate a sharp decline in water facility output, with losses exceeding 80% in some areas), resulting in a shortage of clean water, which further exacerbates diseases such as diarrhea and hinders nutrient absorption in children.
Local regular national child food welfare programs have been completely disrupted due to conflict, with full reliance on international humanitarian assistance. WFP aid reaches more than 1 million people monthly, including food baskets, hot meals, and school snacks.

基本健康与洁净水危机：

UNICEF等机构开展社区急性营养不良管理，提供现成治疗食物（RUTF）、营养补充剂、维生素、驱虫及手卫生服务。水与卫生基础设施破坏严重（多处评估显示水设施输出大幅下降，部分地区损失高达80%以上），导致洁净水短缺，进一步加剧腹泻等疾病，阻碍儿童营养吸收。

II. ACFC Gaza Reconstruction Green Fund Emergency Project:
Global Resource Deployment Implementation Plan
The ACFC New Century Plan is not confined to short-term relief; instead, it promotes Gaza's shift from crisis response to green and sustainable reconstruction through a global deployment mechanism consisting of four major systems. The project emphasizes localization, green development, and community ownership, precisely aligning with the vision of "ALL CHILDREN FUTURE CARE".

二、ACFC加沙重建绿色基金紧急项目：

全球资源调度执行方案

ACFC新百年计划不满足于短期救济，而是通过四大系统全球调度机制，推动加沙从危机应对转向绿色可持续重建。项目强调本土化、绿色化与社区所有权，精准对接“ALL CHILDREN FUTURE CARE”愿景。

Reconstruction of the Green Children's Food Supply Chain
Build "Green School Gardens" in temporary learning spaces and future reconstructed schools, adopt clean water restoration technologies, and cultivate pesticide-free vegetables, beans and whole grains. The goal is to achieve a high proportion of local procurement by 2026, providing 100,000 children with free daily nutritious meals covering a variety of healthy food categories plus micronutrient fortification.

在临时学习空间及未来重建学校建设“绿色学校花园”，利用洁净水恢复技术，种植无农药蔬菜、豆类与全谷物。目标2026年内实现高比例本土采购，为10万儿童提供每日免费营养餐，包含多种健康食物类别 + 微量元素强化。

Emergency Intervention in Nutrition and Health
In close coordination with UNICEF, WFP, and UNRWA, supplementary therapeutic and preventive food will be provided, alongside integrated psychological support, infant and young child feeding guidance, hand hygiene education, and maternal and child care. Priority coverage will be given to high-risk northern areas and severely ill children.
Restoration of Clean Water and Green Infrastructure
Priority will be given to the rehabilitation of water wells, networked water supply systems, rainwater harvesting systems, and ecological toilets to ensure safe water for school feeding programmes. The project will adopt regenerative agricultural practices throughout to reduce carbon footprints, directly safeguarding a green planet and clean water sources.

Global Resource Allocation and Sustainable Financing Mechanism
Charity auctions, corporate matching donations and participation from caring individuals will be launched through the official ACFC website, @ACFCsingapore and the CCC Global Presidential Friends Club.
2026 Goal: Benefit 200,000 children and families.
Shift to long-term community leadership, create jobs for local chefs, gardeners and other workers, and support smallholder economies and local supply chains.
In conjunction with the School Meals Coalition, promote Gaza's future integration into the global school feeding system for children.
The first batch of funds has been secured through the "GAZA OPERATION 2026" Gaza Green Reconstruction Fund and charity auctions, to be used for the expansion of school snack programs, pilot water infrastructure projects, and the launch of green gardens.
All funds will go directly to the World Common Prosperity Foundation in full, with no intermediate deductions, to support child food security and the protection of a green planet.

全球资源调度与可持续融资机制

与School Meals Coalition联动，推动加沙未来融入全球儿童供餐体系。

首批资金已通过“GAZA OPERATION 2026”加沙绿色重建基金及慈善拍卖锁定，用于学校零食扩展、水基础设施试点及绿色花园启动。

III. Challenges and Opportunities for ACFC Action
Key obstacles include unstable access to aid, near-total destruction of infrastructure, overlapping conflict and climate risks, and challenges in real-time data monitoring.
The ACFC Green Fund precisely fills the sustainability gap: through local green models, it achieves a leap from short-term relief to long-term common prosperity, and is expected to significantly improve children's nutrient absorption efficiency and reduce carbon emissions.

三、挑战与ACFC行动机遇

主要障碍包括援助准入不稳定、基础设施近乎全毁、冲突与气候风险叠加，以及数据实时监测挑战。
ACFC绿色基金精准填补可持续性缺口：通过本土绿色模式，实现从短期救济到长期共同富裕的跃升，预计显著提升儿童营养吸收效率并降低碳排放。

IV. Outlook: Daily Progress of the New Century Plan
The ACFC New Century Plan commits to releasing investigation reports for one country/region each day, continuously exposing the real global situation, and simultaneously mobilizing global resources to implement specific interventions.
Gaza Operation Timeline (2026):
April–June: Pilot green school gardens + coverage of nutritious meals for 10,000 children
July–December: Pilot repair of clean water systems + comprehensive intervention for 200,000 children
Starting 2027: Community-led sustainable school feeding system aligned with global standards
