毕业于俄罗斯普列汉诺夫经济大学、俄罗斯总统国民经济与公共管理学院，兼具经济学、企业管理与国家市政管理专业背景，英文流利，具备跨文化沟通与国际谈判的专业能力。 长期活跃于俄罗斯联邦公共事务与国际合作舞台，担任全俄社会组织“商业俄罗斯”总理事会成员、白俄罗斯商业大使，主导俄白政府间经贸对接、高层商务出访与双边合作项目落地；先后任职于克拉斯诺亚尔斯克边疆区政府、下诺夫哥罗德地区公用事业公司、阿联酋AX ENGINES控股、哈萨克斯坦 KazNovaProm公司等机构，历任政府经济发展顾问、投资项目负责人、企业创始人及高管，深度参与俄罗斯国家及联邦级重大项目，主导国际基础设施、能源效率与产业投资项目开发，兼具政府治理、企业运营与跨境资源整合的复合经验。 深耕公共事业与社会公益领域，担任俄罗斯航空航天博物馆发展负责人、塞瓦斯托波尔“未来一代”公共组织创始人，获授“俄罗斯联邦荣誉经济学家”称号、俄罗斯联邦国民警卫队总司令感谢信，社会影响力深厚、公信力卓著。

Mr. Vasily Viktorovich Kozin serves as Head of the Russian Representative Office of the American Chinese Friendship Council (ACFC) / TOPSUN Capital System. He is a senior international strategist, expert in intergovernmental relations, and core promoter of Russia-China economic and trade cooperation.** Aged 47, based in Moscow, Russia, Mr. Kozin has over 20 years of in-depth experience in international strategic management, intergovernmental cooperation, and cross-border investment. He maintains extensive connections with state authorities, the business community, and public organizations across the Russian Federation. A graduate of the Plekhanov Russian University of Economics and the Russian Presidential Academy of National Economy and Public Administration (RANEPA), he holds professional backgrounds in economics, enterprise management, and state and municipal administration. Fluent in English, he possesses professional capabilities in cross-cultural communication and international negotiations. Long active in Russian public affairs and international cooperation, he is a member of the General Council of the All-Russian Public Organization “Business Russia” and Business Ambassador of “Business Russia” to the Republic of Belarus. He has led Russia-Belarus intergovernmental economic and trade alignment, high-level business visits, and the implementation of bilateral cooperation projects. He has held key positions in the Government of Krasnoyarsk Krai, Nizhny Novgorod Regional Communal Company, AX ENGINES Holding Company (UAE), and TOO KazNovaProm (Kazakhstan), serving successively as government economic development advisor, investment project director, enterprise founder, and senior executive. He has deeply participated in major national and federal projects of the Russian Federation, led the development of international infrastructure, energy efficiency, and industrial investment projects, and possesses comprehensive experience in government governance, corporate operation, and cross-border resource integration. Dedicated to public welfare and social causes, he serves as Head of Development at the Museum of the Central House of Aviation and Cosmonautics of DOSAAF Russia and Founder and Head of the public organization “Future Generation of Sevastopol”. He holds the honorary title of “Honored Economist of the Russian Federation” and has received a Letter of Gratitude from the Commander-in-Chief of the National Guard of the Russian Federation, boasting profound social influence and outstanding public credibility.
Since joining the ACFC/TOPSUN Capital system, he has fully led the Russian Representative Office.
