普列夫巴扎尔·托格托赫巴亚尔先生，TOPSUN资本（蒙古国）有限公司合规事业部法律负责人、中蒙俄资产投资合格专家，资深跨境法律专家、自贸区运营管理者、中蒙俄经贸合作践行者。 1983年11月24日生于蒙古国，法学功底深厚、兼具政府治理与企业管理经验。先后毕业于蒙古国国立大学法学院、北京大学中文语言进修班、蒙古管理学院，系统掌握法学理论、中文语言与工商管理知识，具备扎实的多学科复合背景。 深耕中蒙俄跨境法律、投资合规、自贸区运营、口岸管理领域多年，历任阿勒坦布拉格自由贸易区区长、阿勒坦布拉格口岸行政负责人、色楞格省青年联合会主席、Weltmeister Mongolia LLC董事兼CEO、执业律师等重要职务，既熟悉蒙古国国家政策与监管体系，又深谙中蒙俄跨境投资规则、商事法律与合规实务。 长期参与蒙古国国家政策制定与社会治理，2012年创立“梦想花园”非政府组织，致力于公益事业与社会发展；先后担任蒙古国民主党国家政策委员会委员、政治委员会委员，深度参与国家经济、投资与对外合作政策研究，为中蒙俄经贸合作提供专业法律支持。 加入TOPSUN资本后，全面负责蒙古国公司合规事业部工作，聚焦中蒙俄跨境资本运作、资产配置、飞地经济、公益产业化四大系统，依托深厚的法律专业能力、跨境合规经验与政企资源网络，搭建中蒙俄跨境合规风控体系，保障跨境投资项目合法、合规、高效落地，助力TOPSUN资本在蒙古国及东北亚区域深耕布局、行稳致远。

Legal Head, Compliance Department (TOPSUN Capital Mongolia) , Mr. Purevbazar Togtokhbayar serves as Legal Head of the Compliance Department and Qualified Expert in China-Mongolia-Russia Asset Investment at TOPSUN Capital (Mongolia) Co., Ltd. He is a senior cross-border legal expert, free zone operator, and practitioner of China-Mongolia-Russia economic and trade cooperation.** Born on November 24, 1983 in Mongolia, he has profound legal expertise and extensive experience in both government governance and corporate management. He graduated from the School of Law of the National University of Mongolia, completed a Chinese language advanced program at Peking University, and studied business management at the Mongolian Academy of Management. He possesses a solid interdisciplinary background in law, Chinese language, and business administration. With years of in-depth experience in China-Mongolia-Russia cross-border law, investment compliance, free zone operation, and border port management, he has held key positions including Governor of Altanbulag Free Zone, Head of Administration of Altanbulag Border Crossing, Chairman of the Youth Federation of Selenge Province, Director and CEO of Weltmeister Mongolia LLC, and practicing lawyer. He is well-versed in Mongolia’s national policies and regulatory frameworks, as well as cross-border investment rules, commercial law, and compliance practices across China, Mongolia, and Russia. Long engaged in national policy formulation and social governance in Mongolia, he founded the “Dream Garden” Non-Governmental Organization in 2012, dedicated to public welfare and social development. He has served as a member of both the National Policy Committee and the Political Council of the Democratic Party of Mongolia, deeply participating in research on national economic, investment, and foreign cooperation policies, and providing professional legal support for China-Mongolia-Russia economic and trade cooperation. Since joining TOPSUN Capital, he has fully led the Compliance Department of the Mongolian company, focusing on the four major systems of cross-border capital, asset allocation, enclave economy, and public welfare industrialization. Leveraging his profound legal expertise, cross-border compliance experience, and government-enterprise resource network, he has built a cross-border compliance risk control system covering China, Mongolia, and Russia, ensuring the legal, compliant, and efficient implementation of cross-border investment projects.
